Data on the level of proficiency in the national language are necessary for sociolinguists not only when monitoring the language situation, but also to analyze the likelihood of changes in the functional status of languages. The actual level of speakers' proficiency in their indigenous language is one of the key parameters when conducting sociolinguistic research. It is also important to verify the speakers’ subjective assessment of their level of proficiency in the national language against their actual level of proficiency. This report discusses the various types of factors that influence the assessment of language proficiency, as well as several specific methods for conducting the assessment.

Svetlana V. Kirilenko is a Scientific researcher, Executive Secretary of the scientific journal Sociolinguistics, in Institute of Linguistics of the Russian Academy of Sciences. Her scientific interests are related to language and society, communication domains, sociolinguistic terminology, the study of language conflicts and language attitudes.Svetlana V. Kirilenko has conducted ethnographic and sociolinguistic field research a number of regions of the Russian Federation. The main focus of the research is indigenous languages, language shift, language attitudes, and language planning. Recent projects involved research in the fields of forecasting methods and future scenarios for the development of language policy; the patterns of socio-cultural development of languages in multi-ethnic countries.
