Agency in LPP was not a central concern when language planning emerged primarily as a practical venture. The agency is always with the official authorities and the authorities are the all-powerful actors/players that are endowed with all means necessary to carry out practical initials. Issues concerning agency came to have occupied the foreground of academic debate along with the epistemological turn of LPP study from techno optimism to postmodernism, which is characterized by buzzwords such as meso/micro planning, image/prestige planning and recipient/bottom-up perspective. As a result, the LPP research with agency as a focus has seen phenomenal increase over recent years. In the context of this, and drawing upon my personal involvement in promoting the concept, in current talk I endeavor to provide an overview of the development of agency perspective in LPP study and practice through tracing its genesis and theoretic grounds, with an aim to help the audiences have a nuanced understanding of this key concept for broader application.

ZHAO Shouhui, professor from University of Bergen (Norway), obtained his PhD in linguistics from the University of Sydney. Professionally trained as a language teacher, Dr Zhao had taught Chinese language and culture at eight universities in six different countries since 1988 upon completion of his MA study in Chinese applied linguistics at Renmin University of China in Beijing. Dr. Zhao’s research work focuses on teaching Chinese as a second language (in Singaporean context), Chinese character standardization and computerization, and language policy analysis, particularly from the perspective of postmodernism.
