Theoretical and Methodological Innovation in Language Policy and Planning: Past, Present, and Future (语言政策与规划研究中的理论与方法创新:过去、现在及未来)

The study of Language Policy and Planning (LPP) began in the 1960’s and was then primarily concerned with constructing proposals for how nations might engage in language planning. Since then, the field has progressed rapidly, and numerous theories of language policy have been proposed. Yet, the field might be described as disparate – populated by scholars with different training (anthropology, linguistics, sociolinguistics, and education) who approach the study of language policy in very different ways. Referring to example language policies from around the world, this presentation examines the historical trajectory of the field and focuses on major theories, research methods, and findings. Current debates will be examined and proposals for the future of LPP research will be presented.
语言政策与规划(LPP)研究始于20世纪60年代,当时主要关注国家如何参与语言规划。从那时起,这一领域发展迅速,并提出了许多关于语言政策的理论。然而,这一领域可能被描述为完全不同的研究——由受过不同训练(人类学、语言学、社会语言学和教育)的学者组成,他们以非常不同的方式研究语言政策。本文以世界各地的语言政策研究为例,考察该领域的历史轨迹,重点介绍主要理论、研究方法和研究成果。审视当前的研究论题,并提出对未来LPP研究的建议。

Language policy, multilingual education, and the spread of English(语言政策、多语教育与英语的传播)

This presentation explores how language policy interacts with language maintenance and learning in multilingual contexts. Our world is increasingly connected and increased mobility of multilingual people has led to increased, and new kinds, of language contact. Yet, because of globalization – and the prominence of a handful of languages (especially English) – linguistic diversity is declining and languages are dying. In this presentation I explain how language policies have both promoted and prohibited minority language maintenance. I argue that multilingual education helps provide equal educational opportunity for minority language speakers, which is beneficial both for the individuals and society.
这场讲座将探讨语言政策如何影响多语环境中的语言学习和语言传承。我们的世界越来越紧密地联系在一起,多语种人群的流动越来越多,导致语言接触和新的语言类型的增加。然而,由于全球化—以及少数语言(尤其是英语)的突出—语言多样性正在减少,语言正在消失。在本次讲座中,Johnson教授将解释语言政策如何促进或阻碍少数民族的语言传承。教授提出,多语教育有助于为少数民族语言使用者提供平等的教育机会,这对个人和社会都将是有益的。
